Race and Ethnicity in Our Data

The US Census Bureau divides people into at least five racial groups. It then tracks Latin@ identity through a separate category, Hispanic origin. Most of our sources track race and ethnicity this way, too, including the Wisconsin State Department of Public Instruction and the US Bureau of Labor Statistics. These categories are oversimplifications of some parts of the complicated heritages and identities that each of us have. As of 2022, we have made the imperfect decision to report local data with four racial/ethnic categorizations: Black, Latin@, White, and All Other Races. That last category includes folks with Asian, First Nations, Pacific Islander, and multi-racial identities. We believe that this perspective provides a reasonable approximation of our groups within our community that have broadly similar experiences of systemic racism. Dis-aggregating data in this way can lead to actionable insights into the disparate conditions that our community members encounter in their day-to-day lives.

  • In the ACS, "Hispanic or Latino orgin" is not mutually exclusive of other races/ethnicities listed, unless otherwise noted.

  • The ACS poverty population estimates only include those people for whom poverty status can be determined. See ACS for more information.

  • The Gateway Graduate Follow-Up Survey is administered each October to students who graduated the previous academic year (any semester) with Associate's degrees or technical diplomas.

  • The Federal Pell Grant Program provides need-based grants to low-income undergraduate students. Gateway data for that group only includes students who are enrolled in a Pell Grant-eligible program.

Post Secondary Attainment Dashboard

  • U.S. Census Bureau, 2016 American Community Survey (ACS), 1-year estimates.(Table Names, ID: Sex by Educational Attainment for the Population 25 Years and Over (various races/ethnicities), B15002A-I.) Data for each education attainment level by race/ethnicity calculated by adding male and female numbers, and then dividing by the total population 25 years and over.

  • For Gateway and Parkside data: In order to protect student privacy and/or provide more meaningful comparisons, data for other races/ethnicities are not reported due to small student population sizes.

Middle School Math Dashboard

Assessment: The Forward Exam is a computer administered assessment which is used to determine how well students are mastering the Wisconsin State Standards. Each student’s Forward Exam result is described as “Advanced,” “Proficient,” “Basic,” or “Below Basic.” Our dashboard shows the percentage of 8th graders who achieved a “Proficient” or “Advanced” result on the Mathematics component of the test.

Kindergarten Readiness Dashboard

Assessment: PALS is the Phonological Awareness and Literacy Screener. The PALS assessment that Racine Unified uses includes seven tasks: Name Writing; Alphabet Recognition (Upper- and Lower-Case); Letter Sounds; and Sound, Print, and Rhyme Awareness. Each of these tasks has a “Spring Developmental Range” [PDF] of scores. Our dashboard reports the percentage of 4-year-old kindergarten students that score within, or above, the spring developmental range on all seven tasks.
