Higher Expectations for Racine County is committed to creating pathways to success for 14,000+ individuals in our community by 2030. Our strategic plan focuses on transforming systems across education, employment, and community leadership to ensure that every resident has the opportunity to achieve upward economic mobility. Through targeted initiatives in early literacy, post-secondary access and completion, equitable employment, and community leadership, we are driving change that aligns with our vision of a stronger, more equitable Racine County.

What We Envision for Each Outcome Area

Strategic Goals

  • Goal: By 2030, 75% of third graders reading at proficient or better.

    Estimated Individuals Impacted by 2030:

    • Kindergarten Readiness: 458

    • Early Grade Reading: 1,885

    • Middle School Math: 2,014

  • Goal: By 2030, 62% of RUSD graduates are enrolling into some kind of post-secondary the first fall after graduation.

    Estimated Individuals Impacted by 2030:

    • High School Graduation: 1,503

    • Post-secondary Enrollment: 3,757

    • Post-secondary Completion: 734

  • Goal: By 2030, move 500 unemployed residents from one of the nine high-poverty census tracks into family sustaining careers.

    • Employment: 3,871

  • Goal: By 2030, 75% of our organizational, institutional, and community partners self report that they have a greater understanding of data in our community because of our work

  • Goal: By 2030, at least 25% of our work will be shifting power to community.
